This document discusses B24-0076 or the "Corrections Oversight Improvement Omnibus Amendment Act of 2022". In order to better understand the bill, and assist other interested organizations and individuals in their advocacy efforts, CCE created "Department of Corrections Oversight: Past, Present, & Future." The document explains the current state-of-play with the Corrections Information Council (CIC), what the "Corrections Oversight Improvement Omnibus Amendment Act of 2022" aims to do, and how that compares to what a Working Group of advocates convened by the Council for Court Excellence recommended.

On November 21, 2022, CCE, with pro bono support from Wiley Rein, published a white paper on compassionate release in the District. The white paper analyzes Freedom of Information Act request data received from the Federal Bureau of Prisons regarding people convicted of D.C. Code offenses in their custody.

On November 3, 2022, CCE submitted testimony for the record in support of B24-0946, the Eliminating Restrictive and Segregated Enclosures ("ERASE") Solitary Confinement Act of 2022.

In its Fiscal Year 2023 budget, the District of Columbia dedicated funds to begin the planning and design phase for a new annex to the Correctional Treatment Facility (CTF). In response, CCE and several partners facilitated a series of community conversations during 2022 to collect D.C. residents' feedback on the features of a new facility that would re-envision the purpose, approach, space, facilities, services, staffing, and use of a jail. This effort heard from roughly 200 D.C. residents, including those most directly impacted.This report summarizes and synthesizes the feedback of residents who attended those conversations. It also provides links to relevant research and resources, where available, that support the reasoning for the recommendations received.

On October 13, 2022, CCE Board leader and Criminal Justice Committee Co-Chair Olinda Moyd and Policy & Communications Manager Casey Anderson testified before the Committee on Government Operations of the Council of the DIstrict of Columbia in support of B24-0865, the Commission on Re-Entry Services for Women Amendment Act of 2022.

On May 27, 2022, CCE published D.C.’s Justice Systems Overview 2021, a report that offers a data-forward look into the significant challenges and innovations in the District of Columbia’s adult and youth criminal legal systems during that last year. This report presents the most recent available data in five areas: Policing and Violence; Adult Prosecution and the Courts; Incarceration; Reentry; and Youth Justice.

On April 8, 2022, Deputy Director Emily Tatro testified regarding the importance of a new jail facility in D.C. before the Committee of the Whole of the Council of the District of Columbia at the Budget Oversight Hearing for the Fiscal Year 2023 Local Budget Act of 2022, Fiscal Year 2023 Federal Portion Budget Request Act of 2022, Fiscal Year 2023 Budget Support Act of 2022, and the Fiscal Year 2022 Revised Local Budget Emergency Adjustment Act of 2021.

On April 7, 2022, CCE's Policy & Communications Manager Casey Anderson testified regarding the Clemency Board before the Committee on Government Operations of the Council of the District of Columbia at the Budget Oversight Hearing for the Executive Office of the Mayor.

On March 30, 2022, CCE's Senior Policy Counsel Danielle Burs testified before the Committee on Housing & Executive Administration of the Council of the District of Columbia at theBudget Oversight Hearing for the Department of Housing and Economic Development.

CCE's Senior Policy Counsel Jennifer Ubiera testified before the Committee on the Judiciary & Public Safety of the Council of the District of Columbia at the March 24, 2022 Budget Oversight Heraing for the Office of the Attorney General.

CCE's Policy & Communications Manager Casey Anderson testified at the March 23, 2022 Budget Oversight Hearing for the Deputy Mayor for Public Safety & Justice before the Committee on the Judiciary & Public Safety of the Council of the District of Columbia.

On March 21, 2022, CCE's Senior Policy Counsel Jennifer Ubiera testified before the Committee on Health of the Council of the DIstrict of Columbia at the Budget Oversight Hearing for the Department of Behavioral Health.
